The Western Washtenaw Construction Authority (WWCA), often referred to as the “Building Authority”, is a regional body whose members include Freedom, Bridgewater and Manchester Townships, and the Village of Manchester. The WWCA acts as the permitting and enforcing agency for building activities and soil erosion/sedimentation control for these governments. It is responsible for building and trade permits, and corresponding inspections, as detailed in the documents identified below.

Office hours for the WWCA are 8:00 AM to 1:00 PM, Monday, Wednesday and Friday. Office is closed Tuesday and Thursday.
Doug Parr is generally in the office from 8:00 AM until 10:00 AM, and then leaves for appointments.

In addition to traditional building permits and inspections, WWCA is also responsible for Soil Erosion and Sedimentation Control (SESC) permits. All requirements and forms associated with SESC activities are contained in one document, the Soil Erosion and Sedimentation Control Program Guide. Doug Parr is responsible for handling the Soil Erosion permits.

The 2015 Michigan Residential Code, the 2015 Michigan Building Code, the 2017 Mechanical Code, the 2017 Plumbing Code and the 2017 Michigan Electrical Code incorporating the 2017 NEC are now in effect.

Policies and Procedures This document provides an introduction to WWCA policies and procedures. It defines what types of construction activities require a permit, requirements for permits, how to schedule an inspection, and how to obtain a certificate of occupancy.

Fee Schedule This document presents the complete schedule of fees for the WWCA. It includes fees for building permits, trade permits, plan review, re-inspection, construction code board of appeal, issuance of the certificate of occupancy, registration of contractor’s license, and other miscellaneous fees.

Non-profit organizations and government agencies shall receive a 25% discount on all permits up to $20,000 of construction cost value. On projects greater than $20,000, permit fees shall be based on the Authority's costs.

Building Inspections and Schedule This document lists all the inspection requirements for general building, mechanical, electrical and plumbing permits, the certificate of occupancy, and unique requirements within the Village of Manchester.

Application for Building Permit and Plan Review This is the standard application for a building permit and plan review. Separate permit applications are required for electrical, mechanical and plumbing systems, and are shown below. 
 
Electrical Permit Application This application must be completed for an electrical permit. 

Mechanical Permit Application This application must be completed for a mechanical permit. 

Plumbing Permit Application This application must be completed for a plumbing permit. 

Roofing, Siding, Windows Permit Application This application must be completed for minor construction projects involving roofing, siding, windows, or temporary pools.  

Requirements for the Certificate of Occupancy This document defines a partial list of the most common items required for a certificate of occupancy, and other provisions for obtaining a C of O.

Residential Code Information This document presents areas of common questions and violations of the Michigan Residential Building Code. It is not meant to be inclusive, but rather an aid to the builder so as to alleviate problems in the field. 

Homeowner Affidavit This document is utilized by a homeowner acting as a general contractor and pulling the permit for a personal residence.

Pole Barns and Accessory Structures This document provides information on permitting, inspections and other requirements pertinent to pole barns and accessory structures.
