NOTICE OF ELECTION

FREEDOM TOWNSHIP, MICHIGAN

NOVEMBER 8, 2022 GENERAL ELECTION

To the qualified electors of Freedom Township:

 

Notice is hereby given that a primary election will be held in Freedom Township on Tuesday, November 8, 2022. The polls will be open from 7:00 a.m. to 8:00 p.m.

at the following locations (all accessible for voters with disabilities):

 

FREEDOM TOWNSHIP:

Precinct 1 - Freedom Town Hall: 11508 Pleasant Lake Rd, Manchester, MI 48158

 

For the purposes of nominating a candidate to the following offices:

Governor & Lieutenant Governor, Secretary of State, Attorney General, Representative in Congress 6th District, State Senator 14th & 15th  District, Representative in State Legislature 33rd & 47th District, State Boards of Education, Regent of the University of Michigan, Trustee of Michigan State University, Governor of Wayne State University, County Commissioner 3rd District, Justice of the Supreme Court, Judge if Court of Appeals 3rd District Incumbent Position, Judge of Court of Appeals 3rd District, Judge of the Circuit Court 22nd Circuit, Nonpartisan Section: Judge of District Court 14A, Community College: Board of Trustee Member Washtenaw Community College, Local School District Board Members: Chelsea, Dexter, Manchester & Saline Schools.

STATE:  

Proposal 22-1

A proposal to amend the state constitution to require annual public financial disclosure reports by legislatures and other state officers and change state legislator term limits to 12 total years in legislature

 

Proposal 22-2

A proposal to amend the state constitution to add provisions regarding elections.

 

Proposal 22-3

A proposal to amend the state constitution to establish new individual right to reproductive freedom, including right to make all decisions about pregnancy and abortion; allow state to regulate abortion in some cases; and forbid prosecution of individuals exercising established right.

LOCAL PROPOSAL:

 

SALINE AREA SCHOOLS – 1 PROPOSAL

Shall Saline Area Schools, Washtenaw County, Michigan, borrow the sum of not to exceed One Hundred Eighty Million Dollars ($180,000,000) and issue its general obligation unlimited tax bonds therefor, in one or more series, for the purpose of: erecting, furnishing and equipping additions to school buildings; erecting, furnishing and equipping a new transportation/operations facility; remodeling, equipping and re-equipping and furnishing and refurnishing school buildings; acquiring, installing and equipping or re-equipping school buildings for instructional technology; purchasing school buses; erecting and equipping athletic structures and facilities; and acquiring, preparing, developing, improving and equipping playgrounds, athletic fields and sites?

 

The following is for informational purposes only:

The estimated millage that will be levied for the proposed bonds in 2023, under current law, is 0 mill ($0.00 on each $1,000 of taxable valuation). The maximum number of years the bonds of any series may be outstanding, exclusive of any refunding, is twenty (20) years. The estimated simple average annual millage anticipated to be required to retire this bond debt is 3.28 mills ($3.28 on each $1,000 of taxable valuation). Page 7 of 8 The school district expects to borrow from the State School Bond Qualification and Loan Program to pay debt service on these bonds.

 

The estimated total principal amount of that borrowing is $539,795 and the estimated total interest to be paid thereon is $2,552,155. The estimated duration of the millage levy associated with that borrowing is 9 years and the estimated computed millage rate for such levy is 7.50 mills. The estimated computed millage rate may change based on changes in certain circumstances. The total amount of qualified bonds currently outstanding is $88,430,000. The total amount of qualified loans currently outstanding is approximately $7,840,193.

 

DEXTER DISTRICT LIBRARY – 1 PROPOSAL

Library Millage Renewal Shall the Dexter District Library, Counties of Washtenaw and Livingston, be authorized to levy annually a renewal of the previously voted increase in the tax limitation, which expires in 2022, in an amount not to exceed .6620 mill ($0.6620 on each $1,000 of taxable value) against all taxable property within the Dexter District Library district for a period of six (6) years, 2023 to 2028, inclusive, for the purpose of providing funds for all district library purposes authorized by law? The estimate of the revenue the Dexter District Library will collect if the millage is approved and levied in the 2023 calendar year is approximately $1,072,000

Absentee ballots are available for all elections; registered voters may contact the local clerk to obtain an application for an absent voter ballot.

 

To comply with the Help America Vote Act (HAVA), voting instructions will be available in audio format and in Braille. Arrangements for obtaining the instructions in these alternative formats can be made by contacting the township clerk in advance of the election. All polling locations are accessible for voters with disabilities.
